Well it turns out looking for the solution to the problem of uploading files via web, internet explorer or firefox took up all the bandwidth up and left navigation useless as they finish the process, to solve the problem and decide to width of band we want to use the program including browsers, I found on: NetLimiter 2 Pro found in version 2.0.10.1, the official website is:

to please everyone and there are both 32 bits and 64 bits.
Its interface is very simple, you select the program you want limited, choose Limit and then modified the rules of limitation, eg
iexplorer.exe -> Incoming Limit (download) -> Outgoing Limit (charge) -> Right Click Show Rules -> Click on Double rule -> Limit Size -> Save
It's that simple;)
